RD Web Access et Gatey : you have to deploy and configure a Network load balancing solution (software or hardware). RD Session Host & RD Virtualization Host : you just need to deploy and add additional RDSH to the Session Collection or an additional RDVH to Virtual Desktop Collection (you have 2 RDSH so i'ts ok for the RemoteApp server). You make your RDS infrastructure highly available by configuring your RD role service as following : Use RD Web Access or RemoteApp and Desktop Connections (in Control Panel), or Remote Resources (iOS, Android, Mac, UWP) instead of manually distributing. These files will contain the proper settings. rdp files from RD Web Access and then deploy to user desktops. In terms of how to create pre-configured rdp file, you can use a non-IE web browser to manually download. In certain circumstances it is nice to have a more sophisticated load balancing algorithm, however, usually the built-in capability is enough and you simply design/plan your environment with it in mind. You have one RDSH that is a lot more or less powerful you can adjust the weighting.
For that you would need to write a custom plugin for the broker or use third-party software. Not consider RDSH RAM usage, CPU %, Disk IO, or other resource metric when making its decisions. The broker will balance the load based on number of active and pending connections. In your configuration you would not use DNS RR (or NLB, or other balancer) since you only have a single broker.
